Why can't we understand the postal fees?

I've just read a post at a Hungarian site "Eurológus" about the confusing mailing costs at the national post services. A survey issued by the University of Saint Louis, Brussels points out how special the pricing is. In a lot of cases this hinders the online business in the EU since you can't understand why
